Public Chapter 651 restates T.C.A. 55-8-306: a Class 1 or Class 2 electric bicycle may be ridden where bicycles are authorized, including a bicycle lane, shoulder, or path intended for bicyclists, unless a local government or state agency prohibits that class in the interest of public safety. A Class 3 electric bicycle shall not be operated on a path or trail where bicycles are authorized unless that lane, shoulder, or path is within or adjacent to a street or highway, or the local government or state agency permits Class 3 there. No electric bicycle may be ridden on a sidewalk unless bicycle use of that sidewalk is authorized and the motor is disabled. T.C.A. 55-8-307, as amended by Public Chapter 651 effective July 1, 2026, makes it a delinquent act for a person under 16 to operate a Class 3 electric bicycle on a street or highway; a younger rider may sit as a passenger on a Class 3 bicycle designed for passengers.
