The path is eight paved miles. The shore is a road day. New Shoreham adds Chapter 31-19.3 rental licensing on top of statewide class law.

Where to ride in Washington County
One RIDOT path, one shore road, one island. The William C. O'Neill Bike Path (South County Bike Path) is the car-free spine. Ocean Road is Narragansett's Atlantic frontage. Galilee is the ferry. 1. William C. O'Neill Bike Path -- South County Bike Path (8 miles one way)
Kingston Station through Peace Dale and Wakefield toward Narragansett. Paved, shaded, car-free. The county's traffic-free anchor. Class 1 is allowable on state bicycle trails under § 31-19.7-2. Start from eBike shops in Narragansett or Wakefield / Peace Dale cards. A path-ready fat-tire eBike is equipment, not a shop keyword.
2. Ocean Road to Point Judith Lighthouse, Narragansett -- about 10 miles round trip
From the Pier past the seawall to Point Judith Light. Public road, Atlantic weather, mixed traffic. Not a trail. Combine with the path only if you already have the legs and the wind read.
3. Galilee harbor and the state beaches -- add 2 to 3 miles
Working harbor, ferry terminal, and nearby state beach access. Road and parking-lot riding. The Block Island ferry leaves from here. Confirm current ferry bike policy the morning you go.
4. Salt pond coast to Matunuck and Charlestown -- 14 to 22 miles
Town roads along the ponds. Not a built greenway. Shoulder varies. Recheck wind.
5. Westerly, Misquamicut, and Watch Hill -- 12 to 18 miles
West end of the county. Beach road and village. Separate day from Narragansett unless you are touring. Shops: eBike shops in Westerly.
6. Block Island by ferry from Galilee -- 10 to 15 miles on the island
New Shoreham. Town roads, bluffs, and Mohegan Bluffs views. Statewide class law is still Chapter 31-19.7. Island rental of motorized bicycles, scooters, and tricycles is licensed under Chapter 31-19.3. That is rental licensing, not a second class system. Call the New Shoreham card. Do not assume a walk-up fleet on a July Saturday.
Half-day and full-day eBike plans
Half day, the path (2-3 hours): Kingston Station to Narragansett on the O'Neill path and back. Eight miles one way. The classic South County checkout.
Half day, Ocean Road: Narragansett Pier to Point Judith Light and back. Road, wind, seawall.
Full day, path plus shore (4-6 hours): O'Neill path, then Ocean Road, then Galilee if the ferry is not the plan.
Island day: Ferry from Galilee, ride New Shoreham, return. Confirm ferry and 31-19.3 rental rules. Do not treat this as a path day.
What not to ride
Ocean Road in a storm: seawall, spray, nowhere to hide.
Block Island without a ferry reservation and a rental call: Chapter 31-19.3 licenses island motorized-bicycle rentals. Summer inventory is not walk-up.
DEM or town natural-surface cuts off the O'Neill path: § 31-19.7-2. The sign wins.
The East Bay as a South County connector: that path is Bristol and Providence counties. Drive.
When to ride Washington County
May, June, September, and October are the South County months. The O'Neill path has shade the East Bay sometimes lacks. July and August work early on Ocean Road; midday on the seawall is a furnace plus traffic. Block Island is a summer product with a shoulder-season bonus. Winter riding on the path is possible when RIDOT has cleared it; Ocean Road in a nor'easter is not a ride.

Rhode Island eBike rules snapshot
Rhode Island defines an electric bicycle in R.I. Gen. Laws § 31-1-3(g) as a two-wheel vehicle that may be propelled by human power, electric motor power, or both, with a motor rated not more than two SAE horsepower and a maximum speed of not more than 28 mph. Class labels live in R.I. Gen. Laws § 31-19.7-1 (effective July 1, 2024): Class 1 is pedal-assist that cuts off at 20 mph, Class 2 is throttle-actuated and cuts off at 20 mph, and Class 3 is pedal-assist that cuts off at 28 mph.
§ 31-19.7-2 lets the Department of Environmental Management set allowable uses of electric bicycles on DEM land, with one hard floor: Class 1 electric bicycles shall be allowable on state bicycle trails or paths as defined by § 31-1-23. Class 2 and Class 3 on DEM property are not automatic. RIDOT paved paths, municipal parks, and federal units are other managers. Read the kiosk.
§ 31-19.7-3 requires a CPSC helmet for any person under 21 who operates or rides as a passenger on an electric bicycle on a public highway, bicycle trail or path, shared-use path, park, school property, or other public right-of-way. Ordinary bicycle helmets under § 31-19-2.1 still cover riders 15 and younger on a pedal bike. New Shoreham (Block Island) also licenses motorized-bicycle rentals under Chapter 31-19.3.
