In Ingham County, do not ride a closed segment or a natural-surface trail reserved for nonmotorized use unless the managing authority authorizes an electric bicycle. MCL 257.662a allows a class 1 electric bicycle on a paved linear trail or rail trail unless the authority prohibits that use, and it allows a class 2 or class 3 electric bicycle on that trail only if the authority authorizes it.

When to ride Ingham County

Michigan eBike laws and route permission

MCL 257.13e defines an electric bicycle as a device with a seat or saddle, fully operable pedals, and an electric motor of not greater than 750 watts. Class 1 assists only while the rider is pedaling and ceases at 20 miles per hour. Class 2 may propel the bicycle whether or not the rider is pedaling, to no more than 20 miles per hour, and ceases when the brakes are applied. Class 3 assists only while the rider is pedaling and ceases at 28 miles per hour.

MCL 257.662a gives a person riding an electric bicycle the same requirements as a person riding a bicycle. A permanent label must show the classification number, the top assisted speed, and the motor wattage. A device is not an electric bicycle if the motor no longer meets MCL 257.13e, or if the motor exceeds 750 watts.

MCL 257.662a says a class 3 electric bicycle shall not be operated by an individual less than 14 years of age. An individual less than 14 may ride as a passenger on a class 3 electric bicycle designed to accommodate passengers. An individual less than 18 years of age who operates or rides as a passenger on a class 3 electric bicycle shall wear a bicycle helmet that meets Consumer Product Safety Commission or ASTM standards. These sections do not set a class 1 or class 2 operator age, and they do not require a helmet for every class 3 rider of every age.

MCL 257.662a allows a class 1 electric bicycle on a linear trail with an asphalt, crushed limestone, or similar surface, or a rail trail, unless the authority prohibits that use. A class 2 or class 3 electric bicycle may be operated on such a trail only if the authority authorizes it. An electric bicycle may not be operated on a trail designated as nonmotorized with a natural-surface tread unless the authority allows it. Mackinac Island State Park requires a permit or authorization. Trail access remains manager-specific.
