Coconino riding country: high-country pine path -- not a Phoenix canal and not The Loop.

1. Flagstaff Urban Trails System

The county marquee for most visitors. Paved and packed FUTS segments through town and ponderosa. City path rules plus § 28-819. Class 1 and 2 are the usual path classes unless Flagstaff posts otherwise. Start from eBike shops in Flagstaff.

2. Grand Canyon South Rim greenways

Park greenways. National Park Service rules sit on top of Arizona class law. Confirm current e-bike policy on the NPS page the morning you go. A statewide statute does not rewrite a park superintendent's order.

3. Hermit Road Greenway

Seasonal shuttle-and-bike corridor on the rim. Hours and vehicle restrictions change. NPS current page wins. Shops: eBike shops in Grand Canyon Village.

4. South Kaibab Greenway and the Tusayan route

Connector riding near the village and Tusayan. Still park and town rules. Not a descent into the canyon on an eBike. Inner-canyon trails are not this page.

5. Page and the Lake Powell side

A different climate. Town roads and dam-area riding. Confirm Glen Canyon National Recreation Area rules. Shops: eBike shops in Page.

6. Forest singletrack around Flagstaff: check first

Most famous Flagstaff singletrack is not an eBike default. Coconino National Forest and city open-space postings control. § 28-819 path language is not a wilderness permit.

Arizona eBike rules snapshot

Arizona defines an electric bicycle in A.R.S. § 28-101 as a bicycle or tricycle with fully operable pedals and an electric motor of less than 750 watts that meets one of three classes. Class 1 assists only while you pedal and cuts off at 20 mph. Class 2 may propel without pedaling and cannot assist above 20 mph. Class 3 assists only while you pedal and cuts off at 28 mph.

A.R.S. § 28-819 gives an electric bicycle operator the rights and duties of a person riding a bicycle. An e-bike is not subject to title, registration, vehicle license tax, driver licenses, or vehicle insurance. Beginning January 1, 2019, manufacturers and distributors must affix a permanent label with classification, top assisted speed, and motor wattage in at least nine-point type.

Class 1 and Class 2 may be used on bicycle and multiuse paths unless a local authority or state agency with jurisdiction prohibits them. Class 3 may not be operated on a bicycle or multiuse path unless the path is within or adjacent to a highway or roadway, or the local authority or agency allows it.
