An electric bicycle is not a motor vehicle.
Under W.S. 31-5-707, an electric bicycle operator is subject to the bicycle rights and duties in W.S. 31-5-702 and is not subject to this title's rules on financial responsibility, driver's licenses, registration, certificates of title, or off-road recreational vehicles.
