4. Waitsfield and Moretown -- Mad River pins
Valley shop towns. Public roads, farm traffic, and posted recreation. Not a second Island Line. Drive from Montpelier. Shop in Waitsfield or Moretown only if that is the day.

Vermont uses a three-class electric bicycle definition in 23 V.S.A. § 4(46): fully operable pedals, a saddle, and an electric motor of less than 750 watts. Class 1 is pedal-assist that cuts off at 20 mph. Class 2 may propel without pedaling and cuts off at 20 mph. Class 3 is pedal-assist that cuts off at 28 mph. An electric bicycle is not a motor vehicle. It is regulated under 23 V.S.A. § 1136a, not as an ATV.
Under § 1136a, operators have the rights and duties of bicyclists. Class 1-3 bikes are exempt from motor vehicle registration, inspection, and the ATV chapter. Class 3 bikes need a speedometer. A person under 16 may not operate a Class 3 bike but may ride as a passenger on a Class 3 designed for that. Manufacturers must label class, top assisted speed, and motor wattage. Tampering that changes speed capability requires a new label.
§ 1136a(e) lets an electric bicycle use places where bicycles are allowed, including highways, bike lanes, and bicycle or multiuse paths -- unless a municipality, local authority, or State agency with jurisdiction over a path prohibits Class 1 or 2 after notice and a hearing for safety or other legal obligations, or prohibits Class 3 on that path. That subsection does not apply to a trail specifically designated as nonmotorized with a natural surface made by clearing and grading native soil.
