New Jersey does not use the California-style Class 1 / 2 / 3 labels as the legal categories. MVC materials effective July 2026 sort machines under N.J.S.A. 39:1-1 as a low-speed electric bicycle or a motorized bicycle. A low-speed electric bicycle is pedal-assist only, with a helper motor that assists while you pedal up to 20 mph. It must be registered with MVC. Insurance is not required for that category. Motorized bicycles include throttle machines and faster pedal-assist machines under the MVC definitions. Those require registration and insurance. Confirm the current NJMVC e-bike page before you book an appointment.
Operators must be at least 15 and hold an e-bike license or a valid driver's license. Plate stickers go on both sides of the front fork. Rental operators of a low-speed (under 21 mph) electric bike must be at least 16 and do not need a driver or e-bike license while operating that rental. N.J.S.A. 39:4-14.16 still covers path operation: streets, highways, and bike paths unless a local government or State agency prohibits you. Natural-surface non-motorized trails stay off unless the agency with jurisdiction permits them. NJDEP, NPS, county parks, and boardwalk hours still win.
