Massachusetts defines an electric bicycle in M.G.L. c. 90, § 1 as a bicycle or tricycle with fully operable pedals and an electric motor of 750 watts or less that meets Class 1 or Class 2. Class 1 assists only while you pedal and cuts off at 20 mph. Class 2 may propel without pedaling and cannot assist above 20 mph. The statute does not define a Class 3 electric bicycle.
