When to ride Washington County

Maine uses a three-class electric bicycle definition in 29-A M.R.S. §101 (PL 2019, c. 349): Class 1 is pedal-assist that cuts off at 20 mph. Class 2 may use a throttle and cuts off at 20 mph. Class 3 is pedal-assist that cuts off at 28 mph. An electric bicycle is treated as a bicycle on the road, not as a moped.
Under 29-A M.R.S. §2063(14), an electric bicycle operator is not subject to financial responsibility, driver's licenses, registration, or license plates. Manufacturers must affix a class, top assisted speed, and motor-wattage label. Do not modify speed capability without replacing that label. The motor must disengage when you apply the brakes, and Class 1 and Class 3 motors must cease when you stop pedaling. Class 3 bikes need a speedometer.
§2063(14)(F) is the path rule: Class 1 and Class 2 may use bicycle paths unless the municipality or land manager posts a ban. Class 3 may not use a bicycle path unless that path is in a highway or the land manager authorizes Class 3.
