Maine uses a three-class electric bicycle definition in 29-A M.R.S. §101 (PL 2019, c. 349): Class 1 is pedal-assist that cuts off at 20 mph. Class 2 may use a throttle and cuts off at 20 mph. §2063(14)(F) is the path rule: Class 1 and Class 2 may use bicycle paths unless the municipality or land manager posts a ban. Class 3 may not use a bicycle path unless that path is in a highway or the land manager authorizes Class 3. An electric bicycle may not use a bicycle path designated for nonmotorized traffic if significant portions have a natural surface (gravel, stones, or wooden bridging) unless the land manager authorizes it.
