The City of Twin Falls says an electric-assisted bicycle has an electric motor, factory-installed pedals, a motor under 750 watts, and cannot travel faster than 28 mph. eBikes may use roads, parks, pathways, and sidewalks like traditional bicycles, but riders must keep right, yield to pedestrians, give an audible signal when passing, and obey a 15 mph limit on a pathway or trail in a city park under city code 8-3-5(D).
The city says a vehicle with no pedals, more than 750 watts, or the ability to exceed 28 mph is a motorbike or motorcycle, and is not permitted on sidewalks, paths, or park property except to park in a lot. KIVI reported that the city updated its trail code in 2025 for the first time since 2002, and that the code requires equipment to be human-powered and so excludes pegged electric motorcycles.

Under § 49-726, the bike is outside the Title 49 rules on driver's licenses, titles, registration, license plates, and financial responsibility, and counts as a motor vehicle only as far as 23 U.S.C. 154 requires. Section 49-714, amended in 2026, gives riders the rights and duties of a driver and requires due care, and § 49-615 requires drivers to use due care around them. Under § 49-729, a rider's violation of those chapters is an infraction.
