Where to ride in Kootenai County

The City of Coeur d'Alene says the North Idaho Centennial Trail runs 23 miles from the Washington state line to Higgins Point, 6 miles east of the city, on a paved Class I and II trail. Idaho State Parks counts the Coeur d'Alene Parkway section as part of a 24-mile trail from the state line, so the two agencies round the length differently. The city's rules set a 15 mph bicycle limit, two abreast at most, and one abreast when pedestrians are present.

A 2024 city statement, reported by the Kootenai Journal, says eBikes are allowed on all city trails where regular bikes are allowed if they have pedals, but are limited to 15 mph like every other user. It bars e-motorcycles, eBike-like scooters, e-mopeds, and electric skateboards from trails and city parks.

The same statement says bikes of any kind are prohibited on Tubbs Hill and in Fernan Natural Park, and that Canfield Natural Park is the only natural park allowing both bikes and eBikes.

Idaho State Parks says the Trail of the Coeur d'Alenes allows bicycling including Class 1 and 2 eBikes. The trail is asphalt, and the state lists 73.2 miles on its trail page and 72 on its biking page. Its Harrison section lies in this county, and the rest of the trail runs through other counties.

eBike rules in Idaho

Idaho defines three classes of electric-assisted bicycle in Idaho Code § 49-106. The bike needs fully operable pedals and a motor under 750 watts. A Class 1 motor helps only while you pedal and stops helping at 20 mph. A Class 2 motor may drive the bike by itself and cannot help at 20 mph. A Class 3 motor helps only while you pedal and stops helping at 28 mph. Under § 49-727, makers and distributors must label each bike with its class, top assisted speed, and motor wattage.

Under § 49-725, an electric-assisted bicycle carries the safety requirements of a bicycle, and its rider has a bicyclist's rights and duties. Under § 49-726, the bike is outside the Title 49 rules on driver's licenses, titles, registration, license plates, and financial responsibility, and counts as a motor vehicle only as far as 23 U.S.C. 154 requires. Section 49-714, amended in 2026, gives riders the rights and duties of a driver and requires due care, and § 49-615 requires drivers to use due care around them. Under § 49-729, a rider's violation of those chapters is an infraction.

Sections 49-725 and 49-728 let an electric-assisted bicycle go anywhere a bicycle may go, multiuse paths included, unless a local ordinance excludes it or the public agency in charge posts a sign after putting the change on a governing-board agenda. Each city, county, park, and land manager therefore sets its own path rules. We found no statewide eBike helmet rule and no minimum operator age. The helmet statute, § 49-666, covers riders under 18 on motorcycles, motorbikes, UTVs, and ATVs, and § 49-114 says a motorbike does not include an electric-assisted bicycle.
