Idaho defines an electric-assisted bicycle in Idaho Code § 49-106 as a bicycle with fully operable pedals and an electric motor of less than 750 watts. Class 1 assists only while you pedal and cuts off at 20 mph. Class 2 may propel without pedaling and is not capable of assisting at 20 mph. Class 3 assists only while you pedal and cuts off at 28 mph. A machine that does not match that definition is not an electric-assisted bicycle under this chapter.
Idaho Code § 49-725 gives the rider of an electric-assisted bicycle the same rights and duties as a bicycle rider. You may ride where bicycles are permitted unless a local ordinance or posted signage from the agency with jurisdiction excludes you after notice on a governing-board agenda. § 49-726 says electric-assisted bicycles are not subject to driver's licenses, titles, registration, or license plates.
