Where to ride in New Castle County

Three regions that feel nothing alike. Along the water: the Wilmington Riverfront and the Jack A. Markell Trail. North: Brandywine Valley hills and the Northern Delaware Greenway. West: Newark and White Clay Creek woods. The flat riverfront is pleasant on anything. The northern greenway is where assist quietly removes the problem.

New Castle riding country: marsh boardwalk and river -- not I-95 and not Rehoboth.

1. Jack A. Markell Trail -- about 7 miles one way (Wilmington Riverfront to New Castle)

The best piece of bike infrastructure in Delaware. Paved, separated from traffic almost the entire way, with a long elevated boardwalk across the Russell W. Peterson Urban Wildlife Refuge -- a tidal freshwater marsh. It is part of the East Coast Greenway corridor. About fourteen miles round trip. The boardwalk is narrow and heavily walked. Ride it at walking-adjacent speed. Start from eBike shops in Wilmington. A commuter eBike for errand miles fits this loop -- equipment, not a shop keyword.

2. Historic New Castle and Battery Park -- 2 to 4 miles

The destination at the south end of the trail. Colonial river town, cobblestone streets, brick townhouses, the old courthouse, and Battery Park on the Delaware River. Lock the bike and walk the cobbles. Shops: eBike shops in New Castle.

3. Wilmington Riverwalk and the Christina corridor -- 3 to 6 miles

Converted warehouses, restaurants, a ballpark, and a paved Riverwalk along the Christina River. Flat, central, and the hinge between the Markell Trail south and the city north. The right warm-up on a rental.

4. Northern Delaware Greenway -- Rockford to Bellevue, 7 to 12 miles

The hill route. Links Rockford Park and its stone tower through Alapocas Run State Park, where the trail passes beneath old quarry cliffs, and on toward Bellevue State Park. Paved, shaded, and genuinely climby. Delaware State Parks set their own electric bicycle policies here. Read the trailhead sign. 21 Del. C. § 4198P(g) still lets the agency prohibit e-bikes on designated natural-surface nonmotorized trails.

5. Brandywine Park and the creek -- 4 to 8 miles

Paved paths, the Josephine Garden, the swinging bridge, and the small Brandywine Zoo. Connector between flat downtown and the greenway climbs. Shade matters on a hot day.

6. White Clay Creek State Park, Newark -- 6 to 14 miles

The western end of the county. Woods, creek crossings, and a trail network minutes from the University of Delaware. A drive-and-ride for most Wilmington visitors. Park rules control. Shops: eBike shops in Newark.

What not to ride

The Peterson refuge boardwalk at speed: narrow, heavily walked. Nowhere to go if someone steps sideways.

Historic New Castle cobbles: walk them.

Natural-surface park trails without a posting: 21 Del. C. § 4198P(g)(2). Delaware State Parks signs win at Alapocas, Bellevue, and White Clay Creek.

Sidewalks with the motor on: § 4198P(g)(3) bans using the electric motor on sidewalks, including sidewalks that allow bicycles.

When to ride New Castle County

March through November, a longer season than the beaches. April and May are excellent on the greenway when the Brandywine Valley greens up. October is the best month overall -- hardwoods along the creek turn and the marsh boardwalk is quieter. Summer is humid and the Markell Trail has almost no shade, so ride it early. Winter riding works on clear days, though boardwalk sections can be slick.

Delaware eBike rules snapshot

Delaware uses a three-class electric bicycle definition in 21 Del. C. § 101: a bicycle with fully operable pedals, a saddle or seat, and an electric motor of 750 watts or less. Class 1 is pedal-assist that cuts off at 20 mph. Class 2 may propel without pedaling and cuts off at 20 mph. Class 3 is pedal-assist that cuts off at 28 mph.

Under 21 Del. C. § 4198P, an electric bicycle operator has the rights and duties of a bicyclist and is not subject to financial responsibility, driver's licenses, registration, certificates of title, off-highway vehicles, or license plates. Manufacturers must affix a class, top assisted speed, and motor-wattage label (Arial, at least 9-point) on and after January 1, 2023. Do not modify speed capability without replacing that label. The motor must disengage when you stop pedaling or apply the brakes. Class 3 bikes need a speedometer. No person under 16 may operate Class 3. Class 3 operators and passengers must wear an approved bicycle helmet under § 4198K.

§ 4198P(g) is the path rule: an electric bicycle may be ridden where bicycles are allowed, including streets, bicycle lanes, and multi-use paths, except (1) a local authority or state agency may prohibit bicycles on a path after notice and a public hearing for safety or other legal reasons, (2) a local authority or state agency may prohibit electric bicycles on a trail specifically designated as nonmotorized with a natural surface of cleared native soil and no added surfacing, and (3) you may not use the electric motor on sidewalks, including sidewalks that allow bicycles. The Peterson refuge boardwalk on the Markell Trail is narrow and heavily walked. Ride it at walking-adjacent speed. Historic New Castle cobbles are for walking, not riding. Lock the bike at Battery Park and go on foot through the colonial streets.

Delaware State Parks post their own e-bike maps at Alapocas Run, Bellevue, and White Clay Creek. 21 Del. C. § 4198P(g) still lets an agency prohibit electric bicycles on designated natural-surface nonmotorized trails. Do not use the motor on sidewalks under (g)(3).

The Northern Delaware Greenway is the hill route. The Markell Trail is the flat marsh boardwalk. They are not the same ride. I-95 is a drive to Dover or Rehoboth, not a path. Shop in Wilmington if the plan is the Riverfront.
