Where to ride in Kent County
Kent County rides on coastal plain. Wind and weather matter more than hills. Plan around three real places: Bombay Hook National Wildlife Refuge on Delaware Bay, the Delaware Coastal Heritage Byway along Route 9, and in-town Dover at Silver Lake Park and The Green. Federal refuge rules, Delaware State Parks rules, and 21 Del. C. § 4198P are three different layers. Do not treat one as the others.

1. Bombay Hook wildlife drive -- packed gravel dikes (northeast of Dover)
Start here. Bombay Hook National Wildlife Refuge is a U.S. Fish and Wildlife Service salt-marsh refuge on Delaware Bay. The wildlife drive follows dikes between freshwater impoundments and tidal marsh. Packed gravel and dirt, not pavement. Soft after rain. Entrance fees run through Recreation.gov. Roads and trails close on posted hunt dates. Check that page the morning you go. Do not treat bicycle access as a blanket e-bike permit; unit rules control. Start from eBike shops in Dover. 2. Route 9 / Delaware Coastal Heritage Byway -- road corridor, not a trail
This is a signed road corridor along Delaware Bay, not a built trail. Villages on the Kent bayshore include Little Creek, Leipsic, Port Mahon, and Bowers Beach. Ride it as two-lane road with whatever shoulder exists that day. Do not assume a bike lane. Wind on the marsh is the real grade.
3. Silver Lake Park and downtown Dover
In-town option: Silver Lake Park north of downtown, then the historic core around The Green and Legislative Mall. Paved park paths and low-speed streets. Use this when the marsh is closed or the wind is ugly.
4. Killens Pond State Park -- millpond, park rules (near Felton)
South of Dover, Killens Pond State Park is a Delaware State Park around a millpond, with trails and a campground. Park rules control e-bikes here, not refuge rules. Read the current park page and the entrance signs. Do not treat a 2011 MPO bicycle plan as proof that a connector trail was built.
5. Dover to Milford farm-road corridor -- planning, not a greenway
This is a planning corridor, not a designated trail. South from Dover through the county road grid toward Milford on the Mispillion River, with Houston on the way. A 2011 Dover/Kent MPO bicycle plan discussed connectivity. That document is historical. Do not ride it as if a greenway was funded and built. Shops: eBike shops in Milford.
6. What this county is not
The Jack A. Markell Trail is New Castle County. The Junction and Breakwater Trail is Sussex County. Do not paste Wilmington or Rehoboth onto Dover. I-95 is a drive, not a path.
Half-day and full-day eBike plans
Half day, in town (2-3 hours): Silver Lake Park, then The Green and Legislative Mall at walking pace. Stay on pavement. Good when Bombay Hook is closed for a hunt date.
Half day, bayshore road: Dover to Little Creek, then Route 9 toward Leipsic and back. Road riding. Ride out into the wind if you can read it that morning.
Full day, the refuge (4-6 hours): Check the FWS Bombay Hook page for fees and closures, then the wildlife drive, then back to Dover shops. This is the signature Kent day.
Do not: treat I-95 as the eBike connector to Wilmington or Rehoboth. Those are other counties. Drive.

Natural-surface nonmotorized trails: 21 Del. C. § 4198P(g)(2) lets the land manager prohibit electric bicycles. Believe the sign.
The bayshore in a storm: open marsh, no cover, nowhere to hide from lightning. A portable power station for a long daylight day is for charging at the car -- not a reason to ignore wind.
When to ride Kent County
The refuge is the calendar. Spring and fall migration are why people drive here. Late fall is the snow-goose window; spring is shorebirds. Those seasons are also when hunt dates and water-management closures show up. Summer is ridable early and late. Midday on the farm grid is hot, humid, and shadeless. Winter is the quiet season: the roads are still there, the wind off the bay is not a metaphor, and you will want a shop in Dover that is actually open.

Delaware eBike rules snapshot
Delaware uses a three-class electric bicycle definition in 21 Del. C. § 101: a bicycle with fully operable pedals, a saddle or seat, and an electric motor of 750 watts or less. Class 1 is pedal-assist that cuts off at 20 mph. Class 2 may propel without pedaling and cuts off at 20 mph. Class 3 is pedal-assist that cuts off at 28 mph.
Under 21 Del. C. § 4198P, an electric bicycle operator has the rights and duties of a bicyclist and is not subject to financial responsibility, driver's licenses, registration, certificates of title, off-highway vehicles, or license plates. Manufacturers must affix a class, top assisted speed, and motor-wattage label (Arial, at least 9-point) on and after January 1, 2023. Do not modify speed capability without replacing that label. The motor must disengage when you stop pedaling or apply the brakes. Class 3 bikes need a speedometer. No person under 16 may operate Class 3. Class 3 operators and passengers must wear an approved bicycle helmet under § 4198K.
§ 4198P(g) is the path rule: an electric bicycle may be ridden where bicycles are allowed, including streets, bicycle lanes, and multi-use paths, except (1) a local authority or state agency may prohibit bicycles on a path after notice and a public hearing for safety or other legal reasons, (2) a local authority or state agency may prohibit electric bicycles on a trail specifically designated as nonmotorized with a natural surface of cleared native soil and no added surfacing, and (3) you may not use the electric motor on sidewalks, including sidewalks that allow bicycles. Bombay Hook is federal land. Delaware State Parks post their own maps. Rehoboth and Bethany boardwalk hours are town rules. Posted signs beat this page.
