No person under 16 may ride Class 3; a passenger under 16 is allowed only if the bike is designed to carry one. Every rider and passenger on an electric bicycle must wear protective headgear that meets ANSI, CPSC, ASTM, or Snell bicycle-helmet specs. Police, firefighters, and EMTs on duty are excepted from the path rules in subsections (b) through (d).
