Where to ride in Washington County

The Fayetteville council approved eBike rules for city trails in November 2023, and they took effect the next month. Paved trails allow Class 1 and Class 2 eBikes only, soft-surface trails allow Class 1 only, and the city can fine violators up to $500.

Kessler Mountain Regional Park, at 2600 W Judge Cummings Road, covers about 620 acres. The park page says more than ten miles of natural-surface trail, and another section of the same page puts the natural-surface trails near 20 miles, rated from easy to very difficult. A 12-foot concrete trail, the Cato Springs Trail, links the park to the Razorback Greenway.

The Lake Fayetteville Trail has 5.5 miles of paved path and 6.9 miles of soft surface, according to the city. Fayetteville says its paved shared-use trails total more than 50 miles.

Devil's Den State Park, in West Fork at 11333 West Highway 74, is home to Fossil Flats, the first mountain-bike trail in Arkansas State Parks. It also has the Monument Trails, the 15-mile Butterfield Hiking Trail for backpackers, six bike-in tent campsites, and the Ozark Mountain Bike Festival each spring.

The Fayetteville ordinance was written partly to line up city rules with the state classes. It also treats other small electric devices, such as electric skateboards and one-wheels, as allowed on paved trails when their motors fit the 750-watt definition.

Fayetteville staff said high-powered electric dirt bikes were tearing up soft-surface trails, which is why the city limited those trails to Class 1 and banned throttles there. That is worth knowing before you rent a Class 2 bike and head for the singletrack.

The Razorback Greenway is 40 paved miles linking Fayetteville, Johnson, Springdale, Lowell, Rogers, Bentonville, and Bella Vista, and its speed limit is 15 mph.

eBike rules in Arkansas

Arkansas defines an electric bicycle in Arkansas Code § 27-51-1702, as enacted by Act 956 of 2017, as a bicycle with fully operable pedals and an electric motor of less than 750 watts. It sorts them into three classes. Class 1 assists only while you pedal and stops assisting at 20 mph. Class 2 may move the bike on its own and cannot assist at 20 mph. Class 3 assists only while you pedal and stops assisting at 28 mph.

Under § 27-51-1703 an electric bicycle gets the rights and duties of a bicycle, is not a motor vehicle, and is not subject to the title's insurance, licensing, registration, operator's license, or certificate-of-title rules. Under § 27-51-1705, a Class 1 or Class 2 bike may use a bicycle path or multi-use path where bicycles are permitted, but the local authority in charge of the path may prohibit them. A Class 3 may not use a bicycle path or multi-use path unless it is within or adjacent to a highway or roadway, or the local authority permits it.

Under § 27-51-1706, nobody under 16 may operate a Class 3 eBike, though a child under 16 may ride as a passenger on a Class 3 built to carry one. Any operator or passenger under 21 on a Class 3 must wear a helmet that meets 16 CFR part 1203, and a Class 3 must have a speedometer that shows miles per hour.
