Arkansas adopted a three-class Electric Bicycle Act. Ark. Code Ann. § 27-51-1702 defines Class 1 (pedal-assist that stops at 20 mph), Class 2 (a motor that may propel without pedaling, not capable of assistance at 20 mph), and Class 3 (pedal-assist that stops at 28 mph). An electric bicycle has fully operable pedals and a motor under 750 watts and must fit one of those three classes.

§ 27-51-1703 treats a matching electric bicycle like a bicycle: same rights and duties, not a motor vehicle, and not subject to this title's insurance, licensing, registration, operator licenses, or titles. § 27-51-1705 lets Class 1 and Class 2 use a bicycle path or multi-use path where bicycles are permitted unless the local authority prohibits them.
