Alaska eBike rules snapshot
Alaska has no statewide three-class e-bike statute. House Bill 8 passed in 2023 and was vetoed. AS 28.90.990 defines motor-driven cycles and other vehicles; it does not define an electric bicycle. The DMV does not publish a license, registration, or insurance path for ordinary e-bikes. That silence is not a statewide trail pass.
Land managers write the real rules. Alaska State Parks adopted three classes in 2022 under 11 AAC 12.115: on park bicycle trails, Class 1 is the conservative default and parks rules cap that class under 500 watts. Park roads and OHV trails can be different. Anchorage adopted Class 1, 2, and 3 at a 750-watt cap in Anchorage AO 2024-51(S) (2024) and lets those bikes use multi-use trails and greenbelt paths, with downtown sidewalks still off-limits to all bikes. Denali National Park allows e-bikes under 750 watts with operable pedals on public park roads, parking areas, and the Roadside Bike Path. On that path you must pedal; throttle-only is not the plan. Wilderness is closed to e-bikes.
Helmets are local: Alaska has no statewide bicycle helmet law. Anchorage requires helmets under 16. Juneau and Sitka require them under 18.
