Alaska eBike rules snapshot

Alaska has no statewide three-class e-bike statute. House Bill 8 passed in 2023 and was vetoed. AS 28.90.990 defines motor-driven cycles and other vehicles; it does not define an electric bicycle. The DMV does not publish a license, registration, or insurance path for ordinary e-bikes. That silence is not a statewide trail pass.

Land managers write the real rules. Alaska State Parks adopted three classes in 2022 under 11 AAC 12.115: on park bicycle trails, Class 1 is the conservative default and parks rules cap that class under 500 watts.
